Prevent hiring manager from deleting labels

Hi all,
do you know, if it is somehow possible to prevent a role, e.g. the hiring manager from editing the labels that appear on the candidate profile?
They should only be allowed to view them. As you can see on the screenshot: the hiring manager has no rights to add labels.The hiring manager in general has only a view access in our system. This works fine accross the candidate profile.
However, when it comes to labels, they are able to remnove them. Why???

Can someone tell me why this is the case? I cant find any privilege. How can I prevent this? I dont want to use page composer, as this page will be redwood in 24C so that a solution with that tool will be short lived.
