Install Redwood Personalization Helper Tool

Summary:

SCM Redwood Personalization Helper.exe - As per the Organizations IT policy, users cannot install any new software and only ADMIN users from IT can do this. While trying to install the exe file, its asking for the working Directory, Module Name, ADF Personalization File etc which IT don't have the knowledge -

so our question is how can we have this .exe file downloaded and installed in individual machine by IT? Does the Redwood Personalization Helper Tool have an msi option?
