How to Pause rule based on Header EFF

We have a requirement to create a PAUSE rule based on Header level EFF. Such that.

If Header EFF = "No", Pause should be applied

If Header EFF = "Yes", Pause should be released

Similarly, if we modify the order, EFFs should be considered again and Pause should be retriggered. Please suggest, how to achieve this functionality ?
