Unable to create picking rule

Summary:

We are trying to create a picking rule where the FEFO will be applied. However, we encountered the error "You can't generate or save an active rule while maintenance is going on. Try again later. (INV-2417062)" I am not able to see any documents pertaining to this error. Hope someone can help.
