Transfer Order Ship Complete

We have integration between Inventory and Oracle WMS (LogFire). From Inventory we are running generate shipment request to drop Transfer Order (TO)
to WMS with release rule Parameter. It is dropping TO LINE which has on hand quantity fully available (Shipping Parameters is setup as "Fully Reserved".)

But if TO has 3 lines with different Item, Only One is Fully available but other two lines are NOT available or partially available, then Customer wants NOT to send all 3 lines to WMS unless all 3 lines are fully available.

Please suggest how can we achieve this.
