Limit Chat entry per XX mins

Is there a setting/way of limiting the number or times a customer may enter chat within XX minutes? We've got former employees hosing up our chat volume by entering and dropping then entering again.

I've put their IP on the list of restricted IPs and that seems to have fixed it. Is there another way/setting that can do this, to save me from having to identify IPs and then modifying the config settings?
