Create article button within Help Desk greyed out if using UK Locale

Summary:

Hi all

Our client has 2 Locales setup within Knowledge Management, US and UK but have found that if a Knowledge user only has UK assigned to them the ‘Create Article’ option is greyed out, when we assign US to the user as well as UK the option becomes available. The Action Plan for HCM-FAQ is setup as UK so cannot understand why both need to be assigned to a user, any help would be appreciated?
