Change Item class by API

Summary:

In PIM, there is an option to: Stand on Item=>Select action button=> Change Item class => Select new class

We wanted to know if there is an option to run this process in one of two ways (or any other way from 'outside' the system):
1. SOAP/REST API
2. Scheduled process
