Unable to make mandatory field under calculation card

When entering involuntary deductions if we don't enter a Processing Fee Payee, then the deduction is missing from our PAR and other reports. So, we want to make it a required field.

When I open Flexfield I can't edit.

I have tried exploring the Structure and Page Composer; however, I can't find a way to make required.
