Redwood - Development Goal : Remove add button

Summary:

We need to remove or hide, or inactivate the button "Add" in goal development for the employee.

Content (please ensure you mask any confidential information):

The 24C helps to remove privilege for copy, extend etc… But not to remove or inactiave "add" button.

Does someone have any idea how to do ?
