Custom instructor role not able to add learning assignment

We have created a custom instructor role to view only the offerings where the logged in Instructor in a primary instructor. This has been created using attached document, page 43

Now instructor only sees their offering, but they are not able to edit the offering details even though the instructor role has 'Manage Catalog Learning Offerings' PRIV.

Even the instructor is not able to add any new learning assignments even though the instructor role has below PRIV.

How can I provide the access to instructor to edit the offerings available to them? Also, how to give then access to assign/create learning assignments for those offerings?
