OSMH Fails When Policy/Dynamic Group is Created on a Non-default Identity Domain

SYMPTOMS:
When creating policy and dynamic group for OSMH in non-default identity domain, the OSMH plugin fails with below error:

failed to start osmh-agent during bootstrap with [lookup image failed. The instance could not register with OS Management Hub. Please check that your Dynamic Group rules and policies are set up. See Required IAM Policies

OR

failed to start osmh-agent with lookup image failed with Error returned by Service.

Http Status Code: 404. Error Code:  NotAuthorizedOrNotFound

CAUSE:
Policy statements use the default identity domain unless you define the other identity domain name before the group or dynamic group name.
