Person Changes Causes Life event

We have a requirement in our project to trigger the Termination life event whenever there is a global transfer from one country to another. When the global transfer is happening within the same country, the termination LE should not trigger.

To cater this requirement, we have created a Person Changes Causes Life event type benefits fast formula. However, we are facing an issue whenever there is a global transfer happening from a benefit country to a non-benefit country. The termination LE is not triggering in this case. But, the termination LE is triggering whenever there is a global transfer between two benefit countries.
