How to prevent spam messages in two way messaging

We are in the midst of setting up Recruiting Booster and working on a contract with Twilio for two way messaging. A big concern of ours is how to prevent spam/ candidates from over messaging us since we are charged per text message sent or received. Has anyone had any experiences with this or Twilio in general?
