How to create a repository for files inside oracle apart from storing it on the document of records?

Summary: The requirements is to attached a word document when creating a job requisition so it can be viewed by the approver in the job requisition approval notice. There is an option to turn on a Profile option to be able to do this but it is not applicable as it is global change and we want it specific to Recruiting only. Is there an alternative way to do this ? How can we create a repository of files in HCM and attached it in the job requisition so it can be viewed in the Approval notice without logging in?
