How to populate header notes to supplier without the text attachment?

Summary:

In the RSSP, there is not a function to add Text Attachment type to a supplier. In the current classic application, there is a Text Attachment Type that allows us to add header level notes to supplier and that would print in the PO PDF in the Special Instructions section. We are wondering how we can do that for RSSP.
