User variables" not visible in the MR reports

Summary:

As per the oracle document we can use the "User variables" in the MR reports and user variables should reflect along with substitution variables.

We cannot see the user variables created in the application in the "Substitution variables" section.

Name of the variable is "Comparative" and it is referring to scenario dimension.

Is there any setting or modification that we need to do to use user variables?
