sort the meter activities in ascending order using Meter Plugin

as per documentation and meter read plugin functionality 'The A_Meter_Order_Number property is used to sort the meter activities in ascending order'. The pending meters are ordered based on the A_Meter_Order_Number property, which is populated when a meter activity is created.
