Not able to access VB Studio in the Dev instances

Summary:

Please confirm if Oracle VB Studio used to customize the Next generation Supplier Registration page is available only in the TEST instance? If VB Studio is not available in Dev and Prod instances, how can we migrate the changes to other instances? It would be helpful if any document can be shared.

Also, please confirm if Sandbox can be used for customizing the redwood page or is it mandatory to use VB Studio?
