Needs to hide Add & Edit Icon in the performance goal redwood page only for the employees & managers

Hi Team,

We have the requirement that employee and manager should not be able to add or edit the goals. Only HR Admin will be having the access. Needs to hide those icons in Redwood performance goals page only for employee and managers. Is there any idea? I have tried using VBS. But unable to do. Please update.
