synchronized goals section in a development Goals section type

Hi all,

Could someone explain to me how the checkbox "Synchronized goals section" works for development goal?

we used this functionality with section type "performance goal" and we could select goals from a specific goal plan using the field "evaluation Type". In "development Goal " section type the field "evaluation type" is not available, so how the goals are synchronized?
