Ability to either provide an Error or Enable "Submit" only after worker clicks "Save and Close"

Summary:

In Year End Performance Assessment Forms, we noticed that when an employee and manager are updating comments in their perspective forms they are allowed to Click Submit before Clicking "Save and Close" and the data is cleared from the form and not saved.

The experience for the Employee can be complicated and doesn't make a great flow to the process. Once employee completes their comments and forgets to hit "Save and Close" at the bottom of the page and clicks "Submit" first their task is complete and the form goes into read only mode. There is no warning or error that they should hit "Save and Close" first. The form now is blank all the changes are not saved and un-editable to the worker. The manager will have to "Return to Worker" for the employee to
