How can we control the List of values of ORGANIZATION field for a user

Hi,
Please confirm if we can restrict the LOVs of the ORG Tree(field) for a recruiter.
For example: if the Org tree has Legal entities and a Recruiter is granted access to one Legal entity using Job Requisition security profiles, we are able to secure the access to the requisitions, recruiter can view. However, we also have a requirement to limit the LOV of this field for the user(e.g. recruiter) so that they can only select based on their access. However, even after using Organization security profile, its not working.
Could you please assist how can we limit the LOVs of this field based on user access and if we can default this field value.
