Candidate with Offer shows pending worker and Employee records

We have Person security profile secure by AOR (Contingent worker + Candidate with offer). I believe it should only show Contingent worker + candidate with offer(should not show person records which are converted to pending worker » employee)
On testing, we noticed that it does show both Pending worker and employee records. So my question is why it is showing pending worker and employee records when we select option 'Candidate with Offer'.
