The rule with Preparer DOES NOT EQUAL Requester don't work

Summary:

Hi , in the task manage requisition approval I created the rule :

Along with this rule I created another rule with Preparer equals Requester and It works..

The Action is correct because it works in other rule . This condition is the only one that doesn't work.

What could be the problem?
