Order management can't schedule the fulfillment line because item isn't associated with organization

Summary:

Hi,

I am getting this issue ONLY when passing Fulfillment organization code using REST API. If I create the Sales Order manually and I leave this in blank is ok.

Also if I create this Sales Order and I pass the organization code in UI is fine. Issue only occurs when I am using REST API.

Has anyone experienced same issue? I have seen somewhere others having same issue from 24C? Could this be a bug? Please confirm!
