What modules work for the Switch Team button under Team Activity Center?

We do not have Learning or Journeys implemented. When we navigate to My Team > Team Activity Center, and click the Switch Team, we get a message that reads "There's no one reporting to this manager yet." even though the person I am looking at has multiple direct and indirect reports. What is this Switch Team button for, what should it allow me to do or be able to see? Is there special security to get it to work?
