Tooltip message for element input values

Summary:

Hi All,

we have a requirement to add a tooltip message in the element input values which will be shown in the Individual compensation page. These are the two input values added from the element level. What is the workaround to add the tooltip message for these, so that when the user comes to this field, a hover message will populate for them.
