Create position : How to you manage position start date and budget period ?

Hello experts,

We are considering using the budget feature when creating a position.
Currently, the effective start date of our positions is 01/01/60 (Manage positions > create position)

How can we manage this start date and the budget period?
For example: position is created in 01/01/1960 with a budget. Budget period is 2022-2023.
Is the system take into account this position even if it's created in 1960?

What do you recommand?
