Oracle Grow - How can the Manager perform actions to let employees grow?

Hello experts,

As we read from Oracle documentation, with Oracle Grow enabled, managers should be able to perform some actions to help the employees grow, as you can see

But, when we login as a Manager, we cannot access the Grow section from My Team, we only see Grow quick action from Me, and we can only see what the employees are able to see. As mentioned in documentation, we should be able to assign courses, journeys, add skills, and make suggestions on gigs and jobs, but we don't know how to perform those actions. How should we do this?
