How to restrict access to "User account" page under Person and Employment category

Summary:

Dear Team,

My client wants the users who are having customized HR role should not have access to open "User account" page.

Generally we can access "User account" page under Person and Employment task.

And there is no "IT Security Manager" role to the user to view Security console.

But, the users are still able to see "User account" page of other employees which we need to restrict.

Could you please let me know the solution for this.
