Can CVR Rule Supersede Combination sets?

We created a CVR Rule where all Balance Sheet accounts are only allowed to post with Department 0000. However there is an exception to this rule, for example a particular asset account can be allowed to be posted in Department 0001.

We try to configure the exception in CVR Combination sets however in the journal entry, only the CVR Rule is being validated.

Question: Are there any workaround for such scenario?
