requirement to select Payment document in Payment processing options while submitting PPR

Dear All,

We have a mandatory requirement to select Payment document in Payment processing options while submitting PPR as payment number is mandatory for Hot to Host solution.. We made it mandatory through Sand box. But the thing is its working only when you open Payment & processing option tab then only its showing as required , user can still submit the payment process request in selection criteria and submit the PPR without going to Payments and processing TAB.

Can we make Payment processing options tab default and mandatory and opens by default when we try to Submit Payment process request page. Currently system is opening tabs based on last opened tab when we create a new PPR.
