Salary change without Grade Step Progression

Summary:

We have build Progression Grade Ladder and have a fixed salary for each Grade Step in Value section on the tab Grade and Steps. But mid year all the Grade Step salary is updated and we want this to be updated at assignment with a new row. But we do not want the Grade Step Progression to be run as it will move the eligible workers to new Grade Step, how can it be done?

We defined each Grade having multiple Grade Steps and have created a Grade Ladder using Progression Grade Ladder. We have Spinal Grade structure where each Grade Step has a fixed salary which is defined at Progression Grade Ladder in the tab Grade and Step where we have added the rate at Value. We also have defined the criteria to move a worker from one Grade Step to another.
