we need to build custom alerts appearing when the target compensation amount is higher than the average value or the Overall Budget defined for Italy is higher than the Overall budget defined for France. The alert shouldn't appear at the employee level but it should be global.

Is it possible to build alerts like these? If so, how can we do it?
