Return flow for Inter Organization Shipment return

Summary:

Scenario: Org A and Org B are under different BU , LE. User sent 200 cartons from Org A to Org B, SFO generated Intercompany invoice for this. This can be traced back to event type 'Inter organization shipment' in SFO (forward flow).

After few days, Org B returned 20 cartons to Org A. Should this invoke the return flow 'Inter Organization Shipment return' in SFO? I am seeing another event type 'Inter organization shipment' in SFO for this return transaction.

Is this because user performed Inter Organization transfers in both cases? User is wondering why Credit Memo isn't generated after the return.
