Using Multiple Periods in calculations?

We have a requirement to use a basis which is calculated from all open periods of a year (FcstMnth:Dec).

Is there a good way to calculate this in EPCM? We need to divide one set of project data, by another set and use that percentage as the basis for each of the months.
