What is expected behavior for the Notifications view on the BPM Worklist Bell Icon?

Summary:

Users noted two different versions of the Notifications view when clicking on the Bell Icon to check notifications in lower pods and Production. Users sometimes see "Notifications" and other times see Pending Notifications with a drop down to switch to All Notifications. Attached is the steps I took to replicate the issue and the times where I saw Notifications vs. Pending Notifications view. Can Oracle please advise the expected behavior for the Bell Icon view and when we would see the Notifications view vs. the Pending Notifications
