How does Oracle determine Portland OR geographies in the Metro District?

Summary:

In Fusion/Oracle Cloud payroll, what is used to determine if an employee should have the Portland Oregon Metro Supportive Housing Services tax withheld? I understand that this tax is applicable to employees in Portland OR. Just looking to understand how the application determines when the tax should come out.

Per Oracle Admin Payroll for the US:
Oregon Portland Metro Tax
The payroll process applies this tax for employees whose resident tax or work tax address is in one of the full or partial geographies in the Metro District.
