Change Working Hours Approval Rules Rounding Issue

Summary:

We are attempting to implement an approval rule on the Change Working Hours action. We want to discriminate between Change Working Hours actions that include a salary change and those that don't. We seem to be running into an issue of rounding rules. This rule should work for both hourly and salary employees.

When working hours are changed, even when no salary is changed, the rounding rules change all of the associated fields by less than .05% causing any rule logic that relies on being equal or not equal to fail.
