Redwood: TM Personalization in Visual Builder - Hide Participant Rating in the Development Plan

Summary:

We have a requirement to hide the Participant Rating when a Matrix Manager access the Performance Document via Participant Feedback.

Logged in as Matrix Manager, they should not be able to rate the development plan (as seen in the screenshot below). The comment box should still be available.

Navigation: Provide Participant feedback and scroll down to Development plan

Is this an expected behavior or a limitation in VBS? Is this possible in hiding in Express or Advanced Mode in VBS either in Business Rules or Page Properties.
