How to make a toggle switch in Redwood UI enabled/mandatory by default and not editable by user.

Summary:

When creating/editing a performance goal, ‘This is a measurable goal’ toggle switch should be enabled by default, and non-editable, as measurements are mandatory for each and every goal. This is a critical requirement and we aren't able to do the same changes through visual builder.
