Expense report entry for others but not for oneself

We have a scenario where we want a particular user

• to enter expense reports on behalf of other employees.

but

• without any possibility to raise expenses reports of him/herself.

We know that the first bullet can be addressed with delegation but we could not manage to solve the second one.

Is this achievable?
