How to create service user with same roles as SERVICE_APP_ICS_ID

Summary:

We have a requirement to update the Completed work orders for the post-activities performed by Operations Manager.
We also have a requirement to create the Work Orders from the external systems and sometimes are marked completed from external systems. (We have certain attribute that filters out update to OIC integration so there is no issue with the echo).

The only way we can make this happen is by using user SERVICE_APP_ICS_ID since other users result into the error.
