Default requisition line DFF Value when requisition is created through PUNCHOUT

Summary:

In Classic SSP, for requisitions created using smart forms, we made requisition line DFF "Project" mandatory through customizations at the time of creation i.e., before adding to the cart. For requisition created through punchouts, as the requisition will already be in cart, this PROJECT DFF is no longer mandatory. Business is expecting the same functionality in responsive UI as well. As customizations through page composer is not possible and as we can't achieve this using VB Studio, we made requisition line "PROJECT" dff mandatory at the Manage Requisition Descriptive Flex Fields task level.
