Can you track SOC and NOC codes without having the Payroll module?

Summary:

We are looking at tracking SOC and NOC codes but don't have the Payroll module, is it necessary to have the Payroll module for tracking? Currently there is no list of values, it's a free form text field. I was expecting an LOV for these since they are predetermined.

If so, should they be tracked at the employee level vs. the job level? Or if you track it at the job level will the employee inherit the SOC from the job level?
