convert candidate into pending worker using hdl
Summary:
We need to covert external candidates into Pending Workers using HDL.
Do we need to include Worker and PersonName metadata?
Loading without these giving error saying "The person doesn't exist on the work relationship start date."
If Worker and PersonName is included it says "A record with this combination of values already exists."
