Redwood T&L: Enabling timecards by country/legal entity

Hello Experts,

Oracle mentioned that the timecards in Redwood do not have to be enabled at the same time globally. Instead they can be enabled by country/legal entity. Can we ask how this could be done as in our knowledge, profile options are set globally.
