exceptions to invoice approval rules based on job level/amount

there is a request from the business to exclude a short list of employees from the AP Invoice approval rule based on job level/amount.

This list of people can approve AP invoices up to $ 2 millions for example regardless of their job levels. Please advise

We are in Oracle Fushion 24 B.
