Payable Invoice Release hold for Buyer, buyer have access to release only Pricing hold not Qty hold

Summary:

We have specific requirement where buyer should have access to release the AP Invoice Hold only for Price hold not other holds at Invoices.

without assiging the privilege to buyer for release hold, can we have best possibility to do so at AP invoices.
